Dear Victor City Council, Staff, and Citizens,
Over the last 4 years I have had the privilege of serving as an elected official for the City of Victor. However, I find it necessary at this time to announce my intention to resign as Mayor effective September 30th, 2011.
I am extremely proud of the accomplishments achieved by Council and Staff during my time in office. Substantial updating of City Code, Envision Victor, major infrastructure projects in both the Water and Sewer departments, Main St realignment, Victor Transit Center construction, Depot acquisition, park master planning, and Music on Main are just some of the highlights of the success directly reflected in your hard work.
Although I had every intention of fulfilling my 4 year term as Mayor when running for office, personal responsibilities with my business and family no longer allow me to dedicate the time and energy the position deserves. Victor, and Teton Valley, is at an important cross roads. Will we as a community finally break free of the boom / bust cycle that has been plaguing the Valley since the dawn of the railroad, or will we rise above and forge a new path of sustainable growth and prosperity? The answer lies with our leadership and I no longer feel I have the time available for the job.
Thank you for all your support during my time as Mayor, it has been an honor to work with you all! I look forward to helping the City in other ways in the near future.

OPEN HOUSE ANNOUNCEMENTS
Please read the following and mark your calendars to come to City Hall on the dates listed and take this opportunity to voice your opinions - because they do matter!
There will be an open house presentation of the Pioneer Park master plan at City Hall, on Thursday, the 21st of July, from 4pm to 7pm. The approximately 50 acre park site will be a significant part of the future development strategy of the City of Victor. Staff will present the park master plan design which was developed with citizen-user input over a two years period. Ideas and requests for park space were incorporated into the conceptual plan being presented by a local volunteer design team and city staff. We encourage all interested persons to stop by City Hall to view the plan and give staff their input on the design.
In addition, there will be an additional open house to be held on Tuesday, the 26th of July, from 4pm to 7pm at Victor City Hall. The Main St. design recommendations prepared by the Victor Planning & Zoning Commission, in response to citizen and staff recommendations, will be presented for citizen review and comment. This is an exceedingly important decision and will establish much of the design and functionality qualities for downtown for decades to come. Please make it a point to drop by and give us your views on this multi-year process Main Street design.
We hope to see you at both of these important events for your input as we look to the future.

JOIN US FOR MAIN STREET DESIGN MEETINGS
The City of Victor is excited to announce the continuation of its Main Street design work in a series of two public meetings scheduled for June 16th, 2011. The meetings will be offered at Noon and 7:00pm in the Victor Crossroads building at Center and Main. Signs on site will direct participants to the proper building entrance.
Continuing the work of Envision Victor, these Main Street meetings will be run by our Planning and Zoning Commission. In these meetings,we'll use 3D visualization technology to present the feedback we received from our engineers, planners, and the Idaho State Transportation Department about the designs that you helped us create through Envision Victor's Main Street meetings. We'll also use key-pad polling technology to collect more input from YOU about how we should move forward.
We're very excited, because these meetings will begin where Envision Victor left off, and we're going to be incorporating the results of our previous Main Street design meetings and the feedback we got from our engineers and planners to get closer to a final design that supports our community's values - Family Friendly, Small Town Feel, Connection to Nature, Cultural History, and Sustainability.
All are welcome. Refreshments will be provided.

At least through the month of June, Alltrans is providing a Free Teton Pass Shuttle. Notice of Public Hearing – April 7, 2011 - 7:00 p.m.
The City of Victor is sponsoring a public hearing on water system improvements. The purpose of this hearing is to present information to the public regarding findings, improvements needed and recommendations of the Water Planning Study that the City of Victor conducted with Sunrise Engineering and financial support from Idaho Department of Environmental Quality. Information to be discussed will include:
Review of Background and Concept of the Facility Planning Study
• Why was the study commissioned by the City of Victor with support from DEQ
• Deficiencies identified by the study
• Insufficient water source redundancy
• Shallow and undersized distribution system in the downtown area.
• Low Pressure
• Insufficient fire flow in certain areas
Water System Proposed Improvements Include:
• Construction of a pump house over the new existing well
• Connect the well and pump house to the City’s culinary water system
• Replacement of both existing water mains on Main Street
Future Growth NOT funded through user fees:
• Increased water connection fees
• Continued contractor participation in infrastructure development
Funding for the Project is proposed as:
• A City Revenue Bond or Judicial Review and Confirmation
o Does not raise property taxes
o Loan paid from user rates
• Proposed financing from Idaho Department of Environmental
Quality @ approximately 1.75% interest fixed over 20 years.
• Total - $2,000,000 – $2,500,000
• Commercial and residential customers will share the cost

The City of Victor is looking for committed individuals living in the City’s impact area to serve on its Planning and Zoning Commission. To meet Idaho State Statute, individuals must have lived in Teton County for two consecutive years. If you are willing to donate a couple of nights a month to attend commission meetings, are willing to study and learn the city’s ordinances, attend training opportunities and participate at city functions, please come to City Hall and submit your resume and a brief statement regarding why you are interested in joining the commission. With the successful conclusion of our work on Main Street, Envision Victor is excited to announce its next round of public conversations! We hope you’ll be able to join us at one of the following meetings:
Tuesday, Jan 25, 7pm at the Victor Elementary School
Wednesday, Jan 26, noon at Pierre’s Playhouse
Wednesday, Jan 26, 7pm at the LDS Church
Come discuss how Victor’s growth will impact our five core values – family friendliness, small town feel, connection to nature, cultural history, and sustainability. Using visualization software and interactive keypads to capture your responses, we will ask your help evaluating some different possible futures for Victor. We’ll use these models to come up with a set of principles we believe Victor should apply as it grows.
The work we’ve done on Main Street has demonstrated that the public’s voice really does matter in City decisions, and I hope you will come out again to help the City think about how Victor should direct its future growth. Specifically, we’d like your help thinking about how our planning decisions will affect the things we value most in our community.
The growth principles we produce through these meetings will help inform the City’s Capital Improvements Plan, a document that the City will use to estimate the costs and revenue it can expect over the next 15-20 years. Future costs and revenue will be heavily impacted by the type and location of growth we experience. The principles created through Envision Victor’s meetings will guide the creation of a fiscal analysis tool that will evaluate the cost and revenue impacts of different growth scenarios.
IMPORTANT NOTE: Because the tools we will use in these meetings are so sophisticated, I’m afraid we will not be able to provide an online version of these meetings. We realize that it’s not always easy to attend a public meeting, but we really hope that everyone who wants to attend is able to make it to one of the three meetings we are hosting.
We’ll bring the food, if you bring your good ideas!

There may be a ton of snow outside but the need to hold a Weed Summit to give the county a fighting chance against this difficult county-wide problem is necessary. This Summit will be held Thurday, January 13th. Contact Dawn at the number listed below if you have any further questions. Thanks.
The Board of County Commissioners is encouraging any and all city officials, public works directors, environmental and agricultural specialists and any other interested/concerned parties to attend the following open meeting to discuss weed control in Teton County.
