VICTOR IN RUNNING FOR
“COOLEST SMALL TOWN”

Here’s an opportunity for those of you who want to see Victor put on the map as the “coolest small town” via a competition being sponsored by Budget Travel magazine. A group of 80 small towns were originally nominated and Victor made the cut down to the final 20 potential winners of this cool honor. Categories to choose from have been broken down to small towns in The Northeast, The South, The Midwest and The West.

We are in the running against six other small towns throughout the West and Mayor Fitzgerald, City Council and City Staff are asking that you go to the following website address – http://www.budgettravel.com/bt-srv/coolestsmalltowns/CST2011.html and cast your vote to let the rest of the United States know we’re here and we’re “cool.”

As we didn’t realize we were actually in the running - we are a bit behind currently and would appreciate all our great citizens, all Teton Valley residents and “fans” of our sweet city - clicking on the above link and making your vote count.

How to vote – after clicking on the link – place your cursor over the star designating Victor. Click on the star and an “add to ballot” box will appear in the left lower corner, click on that – then the words “Victor, ID” will appear in red under “The West” category designation. Click on “Cast Your Ballot” and then the voting process will be completed. An added bonus is that you can vote for Victor every 5 hours!!

The opportunity to vote continues through February 11, 2011 with the TOP TEN results from the overall voting being revealed in the September 2011 issue of Budget Travel. Greetings to All!!
The City of Victor would like to take this opportunity to invite you and yours to our annual Holiday Festival and Light Parade that will take place this first weekend of December. Here’s a listing of times and events with a bit more detail for your information:

Thursday - December 2 and Friday, December 3rdPierre’s Playhouse (37 North Main) is again presenting for your enjoyment – the classic “Christmas Carol” on both evenings at 7:00 p.m. If you should care to stay after the performance, Pierre’s will have a 9:30 showing of the latest Harry Potter movie.

Saturday, December 4th
9:00 – 11:00 a.m – Breakfast With Santa
This event is being held at Fresh Cut Deli (182 North Main) with pancakes, sausage, and a drink for $3.50. The highlight is that Santa will be joining families for this breakfast treat. Parents are encouraged to bring cameras to have their child photographed with the man in red!

10:00 – 5:00 Friday – December 3rd
10:00 – 2:00 Saturday – December 4
Friends of the Library Book Sale
The Valley of the Tetons Library will have a great selection of books for you to choose from during this two day event. Find the perfect holiday gift for all the readers on your shopping list!!

1:00 – 2:00 p.m. – Childrens’ StorytellingThe library hosts this event – bring your little ones to hear holiday stories to spark their imagination and make them smile.

1:00 – 2:00 p.m. – Turkey Bowling
Drop the kids off for storytelling and come next store to Victor City Park to try your hand at winning a turkey for your holiday dinner after you throw it down the ice lane and make a strike. (Yup, 10-12 lb. frozen turkeys are used.) This has become one of our most popularly attended events. There are a total of 25 turkeys needing an oven to go home to.

2:00 – 2:30 p.m. – Children’s Treasure Hunt
Children under the age of 10 are invited to come and pick up a bag full of holiday treats at Victor City Park. Parents can try their hand at the Turkey Bowl and the kids can pick up a bag of holiday treasures to take home.

3:00 – 6:00 p.m. – Baked Potato Giveaway
Come to the Timberline Bar & Grill (31 W. Center) and enjoy a baked potato with various toppings available to “make it your way.” We’ll be in the back “party” room with holiday classic movies for the kids to enjoy. After you’re done with the tater, plan on staying to decorate sugar cookie with frosting and sprinkles.

4:00 – 5:30 p.m. – Live Nativity Scene
Teton Christian Academy students and families are participating in this annual favorite event. They will be located in the lot (near Local Joe’s) at the intersection of Main Street (Hwy. 33) and Center Street (Hwy. 31). Come and enjoy this real reason for the season and to view some special animal visitors.

4:30 p.m. – Christmas Carol Matinee

6:00 – Holiday Light Parade – Main Street
Reverse angle park your vehicles on Main Street and enjoy the “light show” as floats cruise down Main Street for the shortest and brightest parade around!! Line-up for floats will begin at 5:45 on E. Dogwood and Main (next to Victor’s Post Office).

Mayor Scott Fitzgerald is heading up a bike parade and requests if you care to join him, please feel free to. Dress warmly and pedal on down Main Street – your cardio rate will increase!! A lit bike patrol will be a wonderful addition to our festivities!!

FIREWORKS IMMEDIATELY FOLLOW THE PARADE – LET’S HEAR THOSE OOHS AND AAHS!

7:30 p.m. – Christmas Carol Evening Performance
If you can’t make it to the earlier performance – stay after the parade and hit Pierre’s for this showing. As with the Thursday and Friday shows, a 9:30 Harry Potter showing will be held for those of you who just are having too much fun to go home!!

Valley Views - Teton Valley 2020 Comp Plan Meeting

The TVCC Economic Development Committee will host Valley Views, one of several outreach meetings produced by TetonValley 2020. Valley Views will be held from Monday, November 15, from 5:30 – 7:00 pm at Driggs City Center, 60 S Main Street, Driggs Idaho.

Learn about Teton Valley 2020, how the rewrite of the Comprehensive Plan affects you, and how you can shape the future of Teton Valley 2020.

“The Comprehensive Plan affects everybody in the valley” said Kevin Owyang, Chairman of the TVCC Economic Development Committee as well as a member of the Planning for Planning (P4P) Committee of Teton Valley 2020. "In a recent survey of the community by Teton Valley 2020 jobs and economic development were identified as priorities by respondents", he continued, "and the TVCC Economic Development Committee seeks to improve both".

    ITEMS OF INTEREST

    There’s a lot happening at City Hall – a volunteering opportunity – an invitation to a meeting and a change in the Start Bus rider pick-up location. Here’s some information that we have shared with our citizens but would like to post as a friendly reminder:

    September 14, 2010
    The City of Victor is preparing to finish the new Transit Center Park and Ride Lot (within Pioneer Park) located off Agate Street and Baseline Road. The City is hosting a Community Landscaping Evening on Tuesday, September 14th from 6:00 to 8:30 p.m. Volunteers should wear gloves and bring a garden rake. Everyone is welcome to drop by when they can as any and all help is greatly appreciated. The landscaping at the Transit Center is funded by a grant from the Idaho Department of Lands Community Forestry Program. We hope to see you there!

    You are cordially invited to attend a meeting sponsored and conducted by the City of Victor’s Public Works Department regarding winter water usage. There is currently no charge for winter usage and meters are being read from May through October. Due to what is considered to be excessive usage during the winter, Victor’s City Council is considering charging for the winter usage but would like to suggest conservation methods be tried in order to keep usage down.

    The City encourages your participation and this meeting is a chance for you to express your thoughts and suggestions for consideration. Your opinion is important to us and we hope you will take this opportunity to join us.

    On Monday, 27 September, START bus service between Jackson, WY and Victor, ID will shift its pick-up and drop-off location to the new Victor Transit Center, located at the corner of Agate St. and Baseline Road in Victor. All commuter and car pool users should relocate from their current parking locations at Dogwood and Main St. and Victor Gateway Chevron Station to the new transit center parking lot. Bus schedules for the fall season will be announced by START and posted on their website.

    A NOTE OF THANKS






    From July 26- 28th, the City of Victor was the recipient of a fantastic act of kindness. Students from BYU-Idaho campus involved in Project Inspire (a service project oriented group that combines community service with overnight camping that travels to various communities around BYU-I) came to Victor with the intent of doing physical labor to help the City out. The students spent two days in Pioneer Park. The first day was spent picking rocks that had accumulated around the cell towers and moving them out of the way. Day 2 saw the group digging in the dirt and assisting Mayor Scott Fitzgerald with sprucing up our increasingly popular Bike Park. As you can see from the attached photos, the group came to get the job done and they certainly did!

    Mayor Fitzgerald, the City Council and the City staff sincerely appreciates all the hard work and time these marvelous volunteers put in. They will be welcomed back to Victor ANY TIME!

    Cyclocross Clean Up Day this Sunday

    If you're around we could sure use the help. This Sunday @ 9:30am we
    are going to start working on the MooseCross course. Currently the
    course is covered with weeds and we need to bring it back to life. If
    you can make it, come find us out there. Please bring water, work gloves, and if you have a weedeater, or rake that would be great.

    Just a reminder; MooseCross is Oct 2+3 this year. We also have the
    Kross Kick off Sept 25, and SpookyCross Oct 30

    2010 Music On Main Volunteer Sign-Up

    Music on Main really needs some additional help! With the crowds already being larger than anticipated and the serious demand on concessions and other basic services from the crowds, we really need some additional help from anyone who enjoys coming to Music on Main. This week we need help in the following areas:

    1- Event Set-Up
    2- Beer & Wine Concessions
    3- ID Check & Wristbands
    4- Hospitality
    5- Merchandise Concessions / Raffle Ticket Sales
    6- Entrance – Donation Solicitation and Surveying (one of our most important roles)
    7- Green Team – Stand at Trash/Recycling bins and make sure people are recycling
    8- Post-Show Breakdown

    VOLUNTEERS REQUESTED


    The City of Victor is looking for a few good citizens to help the city with the scheduled July 3rd celebration. Are you an early riser or handy with a spatula? The City serves breakfast at the City Park Shelter starting at 7:00 a.m. next Saturday. Not really such an early riser but still want to help? We will also be serving lunch starting immediately after the conclusion of our wonderful parade and will serve until we sell out. Again, any extra pair of hands won’t be idle for long!!

    Kitchen duty not your cup of tea but still want to help? We also need assistance with our parade at various positions on the route.

    Please call City Hall at 787-2940 if you are interested in lending the staff, the Mayor and City Council a hand. If you won't know until that day we will gladly take your help if you just show up at the shelter. It would be greatly appreciated.

    Hi Victor Trail Users,

    The Southern Valley Trails Project is continuing with a community discussion about our heavily used and enjoyed Pole Canyon trail. As you know, this trail and trail head is used year round by a broad cross section of our trail users. Whether you are a motorized or non-motorized user, you have likely spent time in Pole Canyon.

    So, please come to the Victor Community Partnership Office (Center and Main, Old Sotheby's House) on Tuesday June 15th at 6pm to discuss the future of Pole Canyon.

    6:00 - 7:00 pm Discuss Specific User Groups' Current Interest in Pole Canyon

    * Who is currently using Pole Canyon?
    * Why do they use Pole Canyon?
    * When do they use Pole Canyon?
    * What role does it play within the Southern Valley Trails network?
    * What work is the USFS planning for the summer of 2010?

    * How would you like to see this trail evolve in the future?
    * What are the limitations?
    * What could make your experience in Pole Canyon better?

    Next Steps:

    COMMUNITY EVENT INVITATION

    The City of Victor is holding its annual Arbor Day/Community Picnic celebration next Saturday, June 12th at Pioneer Park from 11:00 a.m. to 2:00 p.m. The City will be receiving its fifth consecutive Tree City Award designation. Come select a bush or seedling to take home to plant. Stay for the picnic – the City Staff will be grilling up the burgers and hot dogs. We ask you bring a dish to share – salads, chips and desserts are appreciated. If you’re new to the area, some Teton Valley area non-profits will be attending to share information about their services and how they can help you or how you might be able to help them.

    The popular lawn mower races will also be part of the festivities. Those interested in participating should plan on being on hand to register for either the open or modified classes at Noon. The races will begin at 1:00. There will be a hay bale treasure hunt for kids under the age of 10.

    Annual Irrigators Meeting May 19
    Water District 1 staff will address questions and concerns about water supply


    Driggs, ID – With snowpack levels at near-record lows, Teton Valley water users are anxiously watching the weather to anticipate how much water will be available during the upcoming irrigation season. Tony Olenichak, program director for Water District #1, will address your questions and concerns about water supply on Wednesday,May 19, at 7 PM at the Teton County Courthouse. The presentation is sponsored by Friends of the Teton River.

    For the Upper Snake River Basin, including the Teton Basin and the Henry's Fork Basin, 2009/10 has been one of the driest winters on record. As of May 1, snow water equivalent in the Henry’s Fork and Teton Basin was only 57% of average. The only good news is that reservoir levels are above average thanks to a good carryover water supply from last year. That means most people with storage rights in the upper Snake reservoir system will probably have enough water to get through the season. However, here in the Teton Valley, where there are no reservoirs and irrigators depend almost exclusively on natural flow, low snowpack conditions are a major concern.

    Tony Olenichak, program manager for Water District 1, was asked by the Idaho Statesman to comment on the upcoming irrigation season. “If you’re totally dependent on storage supply, it won’t be too bad this year.” But, he added, “if you’re totally dependent on natural flow, you have a real big problem.”
    On May 19, Olenichak will visit the Teton Valley to discuss the water supply outlook for the coming summer. Whether your acreage is large or small, all water users are encouraged to attend. The presentation will take place in the Commissioners’ Chambers at the new Teton County Courthouse. The meeting room is accessed via the first floor door on the southwest side of the building.     Just a few points of interest to share. We encourage you to come out next Saturday for the Community Clean-Up day. Let them know you are with TVCR as the organization with the most volunteers wins $500!

    Spring Clean up Saturday May 15th
    The Teton County Transfer Station is sponsoring a Spring Clean Up day this Saturday from 9am to 1pm. Sorted waste is FREE during these hours (up to 250 lbs). There are also specials to deposit refrigerators and freezers. Please see the add in the paper for more details. Residential customers only.

    Community Clean-Up Day May 22
    Silver Star is sponsoring a Community Clean-Up Day on May 22 from 11am - 1pm. Meet at Driggs City Hall. This is a time to get out with a small group and clean up our community. Volunteer groups are assigned small sections of town to pick up trash and recycling. TVCR will be there to help with the recycling. There will also be a Arbor Day Celebration with lunch and music on the Driggs City Hall Green. More details on Silver Star's Website. Let them know you are with TVCR when you volunteer! The organization with the most volunteers wins $500!

    School Recycling Update
    TVCR met with representatives from Voorhees, the School District and the County on Tuesday and the group has put in place all the pieces to start a recycling program at Teton High School next year. Voorhees deserves extra credit as they have volunteered a roll-off to the high school for the program. We hope the High School will be a pilot program for all public buildings in the County, and are excited to see a waste-reduction program get on its feet there! This is a great step for recycling in our community!

    Teton Valley Recycling

    Great News!
    The Teton County Transfer Station has received its Certificate of Occupancy (after a lot of pressure tests on the fire suppression system and some additional mathematical research). The first loads of trash have already been dumped into the new metal building and the big white tent will be cleaned out for recycling, re-use and salvage operations. It will take a few months to get fully set up in the white tent (the floor needs to be resurfaced), but we are definitely on our way to having a fully-operational recycling program in Teton County!

    It’s official! The new and improved RideshareOnline.com launched today – making the ride-matching experience better than ever for Idahoans.

    With improved capabilities for personalization, tracking, and management, commuters and organizations will be able to easily optimize their car and vanpooling opportunities. But, the most exciting improvements reach beyond the traditional commuter. The new system features Bike Buddies and School Pool – new ride-match options for cyclists and parents of school kids.

    Idaho’s Rideshare program license was purchased in 2008 by the Idaho Transportation Department. Previously the program was only available in Ada and Blaine counties.

    “ITD purchased the statewide license in order to provide more Idahoans additional transportation options,” said Kyrias. “Ridesharing is just as relevant for people living in rural areas driving to and from work, school and other activities as it is to those living in more populated areas of the state. Everyone is concerned about gas prices, other costs associated with vehicle maintenance and traffic congestion. Ridesharing is a simple solution to all of those things.”

    Dear Friends,


    Thank you to everyone who participated in our last set of meetings and our poll! The results have been impressive indeed. Over the last year, we’ve collected your stories and gathered a sense of what you love most about our town. In the last few weeks, nearly 200 Victor residents voted on which values matter most to the heart and soul of Victor. And our winners are....

    Small Town Feel. Family Friendly. Strong and Caring Community. Sustainability. Culturally Historic. Connected to Nature.

    We have heard from a diverse cross-section of our community, and we feel confident that these six values represent the heart and soul of our town. But now comes the hard part - we need Victor residents to help us understand exactly what things like 'small town feel' and 'family friendly' mean to this community. If we don't get this part right, our future city plans could focus on the wrong things.

    For three evenings in April, Envision Victor will work with Victor residents to more specifically define each of the six values named above. At these fun, interactive workshops residents will share stories of times when they experienced these values in Victor. The stories will help us figure out which physical qualities of our town support the things we love most. The information we gather will allow Envision Victor to turn our general list of six values into city plans on the ground. Each event is free and open to the public, and each will offer the fabulous food of Dining In Catering.

    CHEAP MEAL - GREAT CAUSE!!!

    I wanted to send along a few important updates. Please spread the word about each of these!

    1) Envision Victor Ideas Blog Now Live!
    In the last year, Envision Victor has taken on many fantastic action projects, inspired by community members. These have included a few volunteer landscaping days, a tree planting event for this spring, work on a visual gateway into downtown, and efforts to create a neighborhood emergency preparedness program. Though work on some of these is ongoing, we wanted to create a place where Victor residents can share their great ideas, and find others to help them get these projects going.

    The Envision Victor Ideas Blog is a place to do just that. Visit the blog to see what others are thinking about, or to share your own ideas. We hope this will be a useful tool to help community members share events and projects, and to help people who want to get involved find interesting projects to work on.

In order to make sure we hear from everyone, we have created a survey that we are mailing to everyone in Victor. The survey is also available online, for those who prefer to share your thoughts electronically.

    What do we do with all these unbuilt
    subdivision lots?


    Friends,

    The housing bust may have a silver lining.

    The recession and collapse of Western housing markets provides a unique opportunity for rethinking and reshaping how future development in the West plays out. We see an opportunity to address this oversupply of subdivision lots throughout the Intermountain West and we are taking it.

    The Sonoran Institute has partnered with the Lincoln Institute of Land Policy to convene the best and the brightest to develop recommendations for reshaping this oversupply of subdivision lots. If we can better understand the factors that drove the boom and the sprawling, highly-subsidized, unsustainable patterns of development, we can better advise communities on policies that will avoid similar debacles in the future. Our goal is to improve the quality of development, mitigate the negative fiscal impact of scattered development, protect land values, and ultimately to improve the health of our lands and natural resources.

    Last November, in Salt Lake City, we held our first workshop of this multi-year project with the University of Utah's Metropolitan Research Center. We invited land policy experts, land planners, real estate market analysts, local officials, bankers, lawyers and smart growth advocates from around the West.

    The group zeroed in on the legal, economic and geographic context of development entitlements (i.e. subdivisions) and examined promising policy options that would address "premature" and obsolete subdivisions. A premature subdivision is land that is entitled and, in some cases, made ready for future development, but is unlikely to develop for many years. Throughout 2010, we will be following up with a second round of workshops in both rural and urban regions. Teton County, Idaho's Valley Advocates for Responsible Development (VARD), another partner in this effort, will lead the first series of workshops focused on their county.

    Teton County, Idaho - In Need of Reshaping

    Teton County is primarily rural and surrounded by world-class natural amenities: stunning mountains and rivers, robust wildlife, and skiing and other outdoor recreation opportunities - all the essential ingredients for huge growth.

    Historically, development in Teton County remained close to the highway which runs through the county. In the 1990s, however, development began to spread into the farthest reaches of the valley. In the last five years, Teton County has granted development entitlements that could quadruple its population.

    With the real estate bust, Teton County is now struggling with a high number of abandoned subdivision plans, thousands of vacant residential lots, and staggering bankruptcy rates. The financial toll has been enormous. In 2009 alone, $156 million in property fell into foreclosure.

    Teton County became an exceptional example of "rural mega-sprawl" - large lots that cut off wildlife migration routes, roads that don't connect to anything, empty mansions neighboring unfinished mansions, and vacant lots dotting the countryside.

    Haunted by Premature Subdivisions

    Teton County is paying a high price for approving premature subdivisions. This problem is not, however, limited to Teton County; premature subdivisions have taken their toll throughout the Rocky Mountain West, where "rural sprawl" has become a way of life. In western Montana, the fastest-growing development size is a 10-to-40-acre "exurban" lot located miles from the nearest town.

    Excessive entitlements and premature subdivisions are also a problem in the urban areas and emerging Megaregions of the West. In Arizona's Sun Corridor, approximately 1 million undeveloped lots have been entitled.

    The fiscal and environmental impact of widespread premature subdivisions is enormous. Nearby communities strain under the need to build and maintain infrastructure, plow roads and provide services to faraway subdivisions. The sprawl also destroys wildlife corridors, degrades water resources and erases working farms and ranches.

    Next Steps

    How do we mitigate the hardship that so many communities throughout the West are now experiencing?

    We need to first identify and learn from our mistakes, a process that began with our Salt Lake City session. As we convene other planning sessions in the months to come, we will identify potential approaches and policy options to reshape local development patterns, while protecting - and improving - property values.

    Ultimately, our long-term goal is to have the understanding, consensus and smart policies in place so that when the economic clouds part and construction resumes, we build more prosperous and livable communities in the Intermountain West.

    The Seven Values of Victor. ARE THEY YOURS?Envision Victor hosts night of celebration and American Idol-style voting!

    Envision Victor will celebrate 2009 and ring in 2010 during this fascinating and entertaining family event on Friday, January 15 from 6:30 to 8:00 pm at Victor Elementary School. The event is free and open to the public, and child care and snacks will be provided on-site.

    Envision Victor is a groundbreaking community planning initiative that is focused on engaging citizens, bridging divisions and honoring shared values to create a vibrant and healthy community driven by the values of its citizens. Currently in the first phase of the project, Envision Victor is led by an Advisory Committee of Teton Valley organizations and is funded in large part by the Orton Family Foundation.
    Over the last year, Envision Victor has worked hard to collect the stories of our residents, gathering a clear sense of the qualities of Victor that are most precious to them. The results are striking; Victor residents from across the community share an incredible number of common values. Envision Victor has narrowed this list down to seven core qualities, which will guide the next wave of planning and activities for the project.

    “It has been inspiring to realize just how much we have in common here,” said Project Coordinator Dahvi Wilson. “Whether you have lived in Victor for a long time, or you are just arriving, you know Victor is a special place, and you probably share some similar ideas about why. On the 15th, we will celebrate this common ground and make sure we've narrowed our list of Victor's core values down to the right seven. These will direct our next year of work and the future shape of our town.”

    Excitingly, the event will incorporate American Idol-style, real-time voting to help determine who is present, who is not, and how those in attendance feel about the seven values we have identified and the Envision Victor project in general. Each audience member will be given a voting "key-pad" to use at his or her seat, allowing everyone to vote anonymously and to instantaneously see the results of everyone's responses.

    “The answers we gather on the 15th will determine how we proceed with the project in 2010 and beyond,” said Wilson. “For this reason, it is critical that we hear from as many people as possible. Whether you have participated with Envision Victor a lot, or never before, we hope you will join us on the 15th. We promise it will be fun!”

    Happy 2010! We hope that the new year has started off fantastically for everyone. Now that the holidays are over and the decorations are slowly being put back in storage, it’s time to bring everyone up-to-date with some items of importance concerning all who live in the City of Victor.

    TRASH CONTAINERS
    With Thursday being designated as this area’s trash pick up day, we ask that you NOT put your trash bins out until Thursday morning during the wintertime. This poses a hazard for our Public Works staff when they are plowing the streets and may end up with your bin being misplaced. We also ask that you remember to remove the trash bins after they have been emptied to save your bin from moving to another’s property or being destroyed. Thanks for your cooperation with this effort.

    WATER RUN IN WINTER
    The city has a concern pertaining to those of you residing in the Old Town
    Section of Victor. If You are running water to keep your pipes from freezing, please use an outdoor hose instead of running water
    in an indoor sink. It’s more costly to pump the culinary water and even more cost is incurred when the water going down the drain gets transported to Driggs through our sewer system. A trickle of water running the width of a pencil would be an appropriate “size” to run. We appreciate your cooperation.

    SNOW REMOVAL
    Our Public Works department is asking for residents’ cooperation as they plow your neighborhoods. Please do not push snow across the city streets or roads. It is illegal. All driveways need to have the snow pushed inwardly instead of out to the road. The ruts that are left if the snow is pushed into the streets will build up and cause future hazardous driving conditions. Thanks for your attention to this matter.

    SEWER SYSTEM – RESIDENTS OF
    WILLOW CREEK AND BROOKSIDE HOLLOW SUBDIVISIONS
    – Please be cautious as to what you are flushing into the sewer system. People residing in these two subdivisions are flushing sanitary products, heavy weighted paper towels and disposable medical bedsheets. Another concern is GREASE – it not only builds up in the pipes but also does serious damage to the lift stations. Public Works has to unplug the clogged up lift stations two to three times a month due to the above problems. For example, Pump Station #3 had recently broken down and the cost to fix it was $7,000. (Four days later the pump was clogged again and had to be cleaned out.) If you consider that cost and times it by say three yearly episodes - you can imagine what problems this causes with the city’s budget. If this $21,000 was billed back to each household - there are 151 households on the pump station - the cost to each household would be approximately $139.07.

    The City does have access to the necessary technology to be able to track down the offenders. Victor’s City Council is considering area specific rates and/or fines to try to rectify this situation. Please take the steps necessary to see that this does not have to occur. Due to the severity of the situation, a Spanish translated version of this section immediately follows.


    SISTEMA de alcantarillado – residentes de WILLOW Caleta Y subdivisiones hueco de BROOKSIDE – por favor ser cauteloso como a lo que están volcando en el sistema de alcantarillado. Personas que residen en estas dos subdivisiones están vaciando productos higiénicos, toallas de papel ponderada pesada y sábanas médicos desechables. Otra preocupación es la grasa: no sólo se acumula en las tuberías sino también hace daño grave a las estaciones de ascensor. Obras públicas tiene que desconectar la obstrucción por estaciones de ascensor dos a tres veces al mes debido a los problemas mencionados. Por ejemplo, bomba estación # 3 recientemente había roto y el costo para arreglarlo fue $ 7,000. (Cuatro días más tarde la bomba fue atascada nuevamente y tuvo que limpiarse.) Si se tiene en cuenta los costos y tiempos por decir tres episodios anuales - se pueden imaginar qué problemas esto provoca con presupuesto de la ciudad. Si este 21.000 dólares se facturó a cada hogar - hay 151 hogares en la estación de bombeo - el costo de cada hogar sería aproximadamente $ 139.07.

    LEASH YOUR DOG!
    For those of you who rent homes/are a renter – please be advised that the City of Victor does have a leash law and we are requesting that all owners inform their tenants that dogs are not allowed to run loose in neighborhoods. Those who follow the rules are having a hard time walking their dogs when these “at large” dogs are harassing the leashed pets. Please do the responsible thing and be a good neighbor and a good pet owner.

    MUSIC ON MAIN
    Teton Valley Foundation has filed a request for proposals for a possible new venue for this popular musical summer event. Victor’s City Council is considering submitting an application.     ENVISION VICTOR UPDATE FROM DAHVI WILSON
    Happy holidays and a joyous New Year from Envision Victor! It is hard to believe that a whole year has already passed, but the project has made some incredible progress, and we are very excited about what is on the horizon. Let me tell you a bit more.

    Envision Victor is well on track with its two-year work plan to implement a new kind of planning in our City – a process that is focused on engaging our citizens, bridging our divisions, and honoring our shared values – in order to realize a vibrant and enduring Victor for years to come. In this first year, our goal was to build a strong sense of what makes Victor so special to the residents who live here. Through public gatherings, story circles, story nights, and story interviews, we heard from people all across our community, and we helped Victorites make some new friends. We learned more about our common ground, and to our great delight, we realized just how much Victor residents share. We also worked on some great action projects including the opening of Pierre’s playhouse, several volunteer landscaping days, designing visual gateways along the highways entering Victor, and creating the new Victor Community Partnership to support our non-profits and small businesses.

    Envision Victor has been busy, and we are well prepared to start the second phase of our project this January. Now that we have a sense of what matters most to the residents of our town, we are ready to begin exploring how our development plans can support those values. On January 15, we will unveil our findings from 2009, sharing the seven values that rang out as central themes for Victorites through our story sharing exercises. This event will be held at Victor’s Elementary School from 6:30 to 8:00 p.m. Please join us for this important event. We look forward to celebrating the discovery of this common ground, and we welcome the input from community to make sure we’ve gotten it right. Once we hone in on these seven values, we will build an interactive and highly cutting-edge tool that will allow us to assess how particular development options support or detract from them.

    And we will still need your help! Understanding our community’s values is only the first step. From here, we will have to define what these values mean to us and how they are reflected in our community’s physical form. Over the next several months, we will be hosting story circles, interactive public meetings, house parties, and town gatherings to make sure we hear from you. The plans we create today will shape Victor for years to come. We hope you will participate in some of these meetings and encourage your friends and family to do the same. For our part, we will work to make all of our gatherings fun, interesting, and meaningful. We look forward to seeing you soon!
