City of Victor
Proposed City Water Improvement Project
Notice of Public Hearing – April 7, 2011 - 7:00 p.m.

The City of Victor is sponsoring a public hearing on water system improvements. The purpose of this hearing is to present information to the public regarding findings, improvements needed and recommendations of the Water Planning Study that the City of Victor conducted with Sunrise Engineering and financial support from Idaho Department of Environmental Quality. Information to be discussed will include:

Review of Background and Concept of the Facility Planning Study
• Why was the study commissioned by the City of Victor with support from DEQ
• Deficiencies identified by the study
• Insufficient water source redundancy
• Shallow and undersized distribution system in the downtown area.
• Low Pressure
• Insufficient fire flow in certain areas

Water System Proposed Improvements Include:
• Construction of a pump house over the new existing well
• Connect the well and pump house to the City’s culinary water system
• Replacement of both existing water mains on Main Street

Future Growth NOT funded through user fees:
• Increased water connection fees
• Continued contractor participation in infrastructure development

Funding for the Project is proposed as:
• A City Revenue Bond or Judicial Review and Confirmation
o Does not raise property taxes
o Loan paid from user rates
• Proposed financing from Idaho Department of Environmental
Quality @ approximately 1.75% interest fixed over 20 years.
• Total - $2,000,000 – $2,500,000
• Commercial and residential customers will share the cost

The City of Victor is looking for committed individuals living in the City’s impact area to serve on its Planning and Zoning Commission. To meet Idaho State Statute, individuals must have lived in Teton County for two consecutive years. If you are willing to donate a couple of nights a month to attend commission meetings, are willing to study and learn the city’s ordinances, attend training opportunities and participate at city functions, please come to City Hall and submit your resume and a brief statement regarding why you are interested in joining the commission.
